The Wellington City Council 2024 District Plan webpage is a good place to go to understand the complexity of the Proposed Wellington City District Plan and the two-part process.
Part one is a streamlined process, known as the Intensification Streamlined Planning Process (ISPP) relates to housing, noise, and the Airport Zone. The Decision making and status of provisions page explains the decisions made by the Council and the Minister on the Independent Panel’s recommendations.
Part one is now in the appeal period where parties appeal to the Environment Court. GOTB is interested in the appeals from Wellington International Airport Limited (WIAL) and Kianga Ora.
- WIAL appeal relates to natural open space, earthworks, coastal environment, and noise including the Air Noise Overlay, reverse sensitivity, and acoustic treatments in particular requirements of acoustic and mechanical ventilation of new buildings or when alterations are made to existing buildings used for noise sensitive activities.
- Kianga Ora appeal is more limited around the definitions of ‘reverse sensitivity’.
GOTB and Strathmore Park Residents Association have decided to become section 274 parties to both the WIAL and Kianga Ora appeals.

Part two is slowly going through a normal Resource Management Act process with three more hearing streams to run up until November 2024. GOTB is interested in these hearing streams as they include the Wellington Airport designations and Ecosystems and Indigenous Biodiversity.
