This is the report the WCC paid $1m of ratepayer money, even though apparently they are not allowed to use it without written permission by WIAL (see the page of caveats). The caveats make it pretty clear that this report is written for the benefit of the airport, based on numbers provided only by the airport, and has since been widely discredited as ‘overly optimistic’ and having ‘inadequate methodology’. Note, that this is far removed from a business case or cost-benefit analysis.
